What do the zebra-costumed traffic guides do at La Paz intersections?

In La Paz, Bolivia, the Educadores Urbanos Cebras come out to busy intersections during the morning and evening commute, dressed head to toe in zebra suits. They are part of a city-run program that gives young people work at crosswalks and in civic education. With whistles, flags, and leaflets, they stop cars before the crossing, high-five children as they pass, and walk beside older pedestrians as they cross. When a car rolls past the stop line, a zebra may lie across the hood or use broad gestures until the driver backs up. After the shift, they return to the office, sort the costumes and tools, and go back out for the next rush hour.
